I'm fairly sure that Atari introduced "loadable keyboard layouts" into AES
4.1, and although it was not exactly documented well, that someone produced
an app that would allow a user to set their keyboard layout. This was all at
least 3 years ago, so my memory isnt too good on it as I generally ignored
it being a native English speaker using a UK English keyboard.

I dont know if N.AES or Magic incorporated the API call that Atari defined,
but who knows, its certainly worth checking.
