Good point. I thought the language could be set in NV-RAM on the TT as
well, but it turns out that it can't. But as I wrote - the _AKP-settings
can be overridden by a setting in mint.cnf/xaaes.cnf or an environment
variable.

See above. I'm sure that for more than 90% of the users the
_AKP-settings would be correct. So using this cookie unless other
settings are specified would simplify installation.
