If that is a problem. Why we don't define a folder in which where 
all rsc from a application stored? For the name of the different rsc 
we can use the ISO 639-1 or ISO 639-2.

Example:
manager.app
_folder
  de.rsc
  en.rsc
  it.rsc

This can also handle by the AES.

The system should inform the program what language is default, but 
at the end the user is the one who specify the language. How can he 
do this with this new method?

What about the problem that the text in different languages have 
other length? I must move objects and that was not only string 
objects. If you use Helmut's method the dialogs will look destroy.
