[MiNT] MiNTLib bug in tzset()

IMO most of them won't do that. Many "pure users" are afraid of MiNT eating
up all their megabytes (on disk and the RAM), because they know that Unix
needs lots of megabytes and MiNT is like Unix...
(yes, we know that that's not true, but they don't :-( )
