I am writing this from memory.

The designers of the WF_TOOLBAR feature did not want to change the meaning of the notion 'work area'. The rectangle enclosed by the 'classic' window widgets (name, info, sliders and arrows).

Although the toolbar is painted by the AES
(XaAES, N_AES and probably Magic)
it must be considered part of the workarea.
The user only needs to repaint HIS part of the workarea on
a redraw event.
