clwtna=1 is the default. If it's 0 the above should be true.I setup my system not to top next app when last window is closed.
I also think clwtna=0 is the most reasonable setting. I think the default has only been set to 1 because Vincent uses to click on a console-app in the desktop and expects toswin to untop when this app exits.
So Vincent should set clwtna=1 for toswin only.
(except if last window closed also exits the app).I hate it when the focus change after I close QED window to open another file or when I close console to reopen it (clears the screen).
