Not true...
 - it is an package management system.
 - but it's also an build system... (AFAIK much more handy than RPM...)
 - ipkg is .deb compatible
 - it has support for conflicts, and suggestions...
- it runs replacements, alternatives, postinst and prerm scripts (just like .deb)
