I think you answered your own question:

As a de-facto standard does it need to be loaded separately. Is there
any advantage to having it loadable ?

If the original protocol is a bit undesirable then perhaps it should
be deprecated and a better AES bubble-help system created ?

There aren't loads of apps that use it and users could either use the
old app or an API to the new system if absolutely necessary.
