[MiNT] mintlib release

Here's the patch which integrates libsocket into libc.

I like to make a new release of the mintlib. I have some questions about this: 

- as I self used the mintlib not so much in the last time: How many people
  use the current-cvs mintlib? Has anyone noticed a problem/bug?

- regarding libsocket into libc integration: I think it's a good idea
  to keep a symbolic link from libsocket.a to libc.a for a while.
  Any suggestions or comments about this?

Any other comments?
