Partially, yes, but there were a few DRI people "assigned" to the 
Atari project.  Btw, did Milan computer ever obtain the sources of
TOS 3 or TOS 4 from anyone?  I have contacted JTS (before they went
down) several time, but never got a satisfactory reply about where
I could obtain those sources, or at least license them.
