It's not in my archive either. I have saved every MiNTlist mail received
since September 1997 but I have never seen the one you linked to above.
I remember the thread, and I just had a look through it to see why I had
not updated KeyEdit accordingly. I didn't do it because I never received
these mails :)

I still think that the initial solution (correcting language codes in
EmuTOS) was the correct one. Changing both EmuTOS and MiNT to satisfy an
emulator is just plain wrong, and we now see that it had side effects
even if the fix appeared to be safe.
