A search in this forums will give you more informations and links to
sites, which contains development environments, the official developer
manual from atari, ...

I know 3 compilers usable for the 68000 in the jaguar. The old alcyon
from atari for ST/TT computers. BCC and GCC for windows or linux
computers.

For example http://www.hillsoftware.com/files/atari/jaguar has some
development packages for windows and linux.
