[MiNT] Little problem in resize/move events with XAAES

Hi,

It seems that there is an optimisation "bug" in the resize/move events 
with XAAES.

When a window is just below the menu bar( I thing at the vertical 
position 18), XAAES sends unnecessaries redraw events for the full work 
area of the window after every resize/move, which produces an ugly 
flickering effect.

If the window is moved only of 1 pixel below, the problem disappears.

It would be cool to correct this bug for the 1.18 release ;)
