You should define a scancode, not a character. That way it will always
be the same key.

An other alternative is to create a new keymap - Control + Alt-keymap.
Then the hotkeys can be redefined by keyboard source files + mktbl or
with KeyEdit, and the keyboard switch hotkey will always be accessible.
