You are totally right.
The situation is exactly the same for us.
TOS = BIOS + MS-DOS
MiNT = Windows 3.1/95

The old OS is not always clean, has a very limited API, and very fewsupport for additional drivers...

The new OS has a clean user API, provides support for clean programs,hides the defects of the underlying OS and drivers, provides support fornew, clean drivers...

However, the situation is significantly better on Atari, because the OShas always used 32-bit pointers. On PC, the switch from 16-bit to 32-bitpointers had been a huge headache.
