Perhaps not in Unix, but this is MiNT. The struct filled out by Fxattr contains creation time, modified time and accessed time.
Maybe Andreas' comment could be rephrased as when you create file on ext2 filesystem, there's no place where such information could be stored, since there's only inode change time. But if you've referred to Atari drive, it should probably return that creation/modified time, though.
