If you don't build gcc with multilib, then -mshort will pick up the
wrong libgcc.a won't it ? I think that's what I found. It's worth
someone else seeing if that's the same for them.

Using libgcc16.a follows some of the other atari semantics for mshort
libraries and symlinking.
