For 'Europe/Berlin', a possible equivalent would be

TZ=CET-1CEST,M3.5.0/02:00:00,M10.5.0/03:00:00

Meaning:

CET: Timezone's name
-1: Offset from UTC
CEST: Timezone's name when daylight savings time (DST) is in
      effect
M3.5.0/02:00:00: Start of DST is the fifth (i.e. last) sunday (0)
                 in march (3) at 02:00:00 a.m.
M10.5.0/03:00:00: End of DST is the fifth (i.e. last) sunday (0) in
                  October (10) at 03:00:00 a.m.

The format is explained more detailed in tzset(3).
