This is the purpose (to prevent the ROM AES from being launched).

Because you haven't defined any INIT= or GEM= line in your mint.cnf.

To prevent system halt. But if you prefer just "System halted" message, see

These are not loaded, if they don't exist, and they are loaded, when they do
