This can "easily" be fixed by providing u:/dev/ through MetaDOS. Ronald
Anderson has written a DOS-driver that creates a unified drive even under
TOS, but I'm not sure if it has a dev-directory. But if something like this
existed it would make it a lot easier to port stuff to TOS.
