emacs-19.28

Thanks to Andreas Schwab <schwab@issan.informatik.uni-dortmund.de> I
am looking forward to using emacs-19.28 under mint in the near future.
But right now I am having some problems configuring the software.
Here is some output from configure that I believe points out a problem.

checking for -lXt
  Using no window system.
examining the machine- and system-dependent files to find out
 - which libraries the lib-src programs will want, and
 - whether the GNU malloc routines are usable
conftest.c:2: /r/Dev2/CDBackup/emacs-19.28/src/s/mint.h: file not found
conftest.c:3: /r/Dev2/CDBackup/emacs-19.28/src/m/atari.h: file not found
./configure: Fatal: command not found
conftest.c:2: /r/Dev2/CDBackup/emacs-19.28/src/s/mint.h: file not found
conftest.c:3: /r/Dev2/CDBackup/emacs-19.28/src/m/atari.h: file not found
./configure: Fatal: command not found
checking for -ldnet

Where are mint.h and atari.h?
